Has anyone experienced "screen flicker" when moving windows or navigating
menus?

Not here.

What video card/drivers are you using and are you using Vista Basic or Vista
Aero?

Good question Paul...

I am using the Vista drivers that were installed. I believe it's Aero but
how can you tell?
 
Have a look at your monitor refresh rate ( Display >Monitor) . Increase to
at least 75 MHz. It may help
