Vista restarts after shut down

When I click on Shut Down from the Vista (Home Premium) Start menu, the
system does that then, about ten minutes later, it starts up again. I have
recently done a clean reinstall and the problem is still there. I do not see
anything in the Power Management section and assume that some piece of
software only wants a nap, rather than being turned off, but I cannot find
it. Can someone suggest an algorithm for pursuing this?
 
NB: The button that appears in the start menu with the power symbol on it
( 0 and 1 ) is actually a lie. It puts the comp in sleep mode.
The shutdown option is now under the menu opened via the little arrow.

Why I ask...?
 
I used to have this issue a while ago, exactly as you say.

By chance, do you have an NVidia based Motherboard. If so, get the
latest drivers from www.nvidia.com , maybe even the beta ones, as this
solved my problem.
 
That seemed entirely logical and so I made one or two changes in the power
settings in the BIOS. So far, on one attempt, this seems to have worked.
