Vista partition/disk manager issues

I have noticed that the user can no longer create any
additional partitions. I need to be able to create 'extended
partitions' and extra logical drives.
When the tool is used to create logical drive volumes,
the defrag manager (perfect disk) is not able to access the
volumes as windows locks these up, and will not release them
for offline defrag.
Windows partition tool creates these as all dynamic
volumes, but they need to be 'non-dynamic, as they are used
for various types of data [documents, audio, pictures, video].
If the partition manager (disk manager) used in windows
vista cannot do this now, let me know, so I can install XP
version to do the disk partition creation properly.

I stopped using Windows for partition managing after discovering GPart
(free), Partition Manager or the many other managers out there.
