Vista on Line help

On a laptop with two configured users, the on line help of Vista is "on line"
only with one user. With the other user the Help of Vista is available
"offline" only.
The on line help works properly only with the user configured as first one
on the computer.
How may I correct this?
 
In the "other user" account, open Help and Support and click on
Options > Settings. Place a check next to "Include Windows
Online Help and Support when you search for help", then click OK.
