Vista Install Goes Into "Infinite Loop" BSOD

I've been trying to install Vista Business onto my desktop. The
installation goes alright until the computer tries to go through one
of the multiple restarts that occur during the installation. At this
point, the screen flickers and I get a blue screen of death, telling
me that an infinite loop has occurred and it's shutting down to
prevent further damage. After this, any attempt to start the computer
tells me to reinstall Windows.

I believe the trouble may be with my video card. It's an ATI Radeon
X1600 512 MB, AGP. From research I've been able to do online it seems
numerous other people are having problems with this particular card
and Vista. However, I've not been able to find a workaround to get
Vista to install. Most solutions recommend downloading some kind of
hotfix, but I can't even start Vista in safe mode to get to the
internet. Any and all help would be appreciated.

Is this on a clean install or an upgrade install?

This is on a clean install. I completely wiped the hard drive and
changed format to NTFS from FAT32.
