Vista Home Premium cannot change display interface to English

I am not understand the policy from Microsoft about changing display
interface in Vista.

Why Microsoft reserved ONLY Windows Vista Business and Ultimate edition to
have the changes ?

I bought a new notebook with OEM Vista Home Premium BUT the displayed is in
Thai and with the policy froom Microsoft, I cannot change my display
interface to English at all.

How can I do?

I have heard in discussion room, some people returns the Notebook back and
some people changed to Linux caused by this issue.

Just only change user interface from Local to English, why it is blocked.

Moreover that both LIP and WUI cannot effect to the Vista Home Premium at
all (as I tried)
 
Contact the manufacturer of your new computer
and tell them you need an English version of
Windows Vista.
