Vista Freezes for 1-2 Minutes

getting intermittent freezes on vista. Mouse moves but you can;t select
anything. After ALT-TAb or CRTL-ALT-DEL then you can't even move the mouse.

system is quite new desktop - newly installed belkin usb adaptor F5D7050.
seems to have started when i installed it but it has up to date drivers.
windows update is on and working
