Vista File Sharing failure

I just had to reinstall Vista from scratch. I tried to set up my folders to
share files so I could see them over my home network. I set up another USER
name, with password, exactly like the user on the other computer.
I right click on properties, select sharing tab, select sharing, add the
USER, and then it says "take a few minutes". After it completes I go back
and check...and NO folders are shared. It didn't work. When I check Network
and Sharing Center to see which folders/files are shared it is empty. nada
Any ideas what the problem is?

PS. I checked to make sure the workgoup names are the same. (Printer
sharing is enabled and works)

Thanks Jack: Both computers are Vista. The problem really is not really a
"network" problem but setting up sharing on one computer. It doesn't work.
I try and it says it shares, but when I check the folder it didn't work. The
user I added still isn't listed as a shared person, and the shared files/
folders is empty. So I'm stuck...

Well this is weird....but I can access the files of ALL Users on the other
computer now even though it say "not shared" I was just trying to set
downloads, pictures, and Music to share..very strange??
