Vista Fails To Display Everything In All Programs Menu

I am an experienced and advanced person who owns a computer repair shop and
have never run across an issue like this.

I have a customer with an HP laptop, running Windows Vista, and IE7.

The problem is that when the user clicks on the All Programs menu, nothing
listed. Have created a new user and the problem is the same. HOWEVER, we
are able to right click on the All Programs menu and select "Explore" which
then displays in an Explorer window that all programs are there; proving that
they infact have not been deleted.

Any help would be GREATLY appreciated!
 
Go to Start > All Programs > Accessories and right-click
on the Command Prompt and choose "Run as administrator".
Type in: SFC /SCANNOW and press your Enter key.

If that does not work, try repairing your system. Boot from your Windows
Vista DVD, select the System Repair Option > on the setup screen, select
'Repair Computer > Select your installation of Windows > select Startup
Repair option and follow instructions. After that has completed, try
creating the System Restore Point.

Open the registry and locate these two keys:

[HKLM\SOFTWARE\Microsoft\Windows\CurrentVersion\explorer\Shell Folders]

[HKLM\SOFTWARE\Microsoft\Windows\CurrentVersion\explorer\User Shell
Folders]

What are the values for these two Strings?

[Common Programs]
[Common Start Menu]
