vista enterprise and adding language packs

i have seen (google, etc) a couple ways of doing this.

1. windows update and look for them. nothing.

2. downloading it via MS' site. nothing.


our enterprise version is registered/activated via our local KMS server
so it's a legit copy.

am i missing something? need the usual chinese language packs.

If you are using Windows Vista Enterprise, contact your
system administrator for information about installing additional
languages. They are not available via Windows Update for
Windows Vista Enterprise edition.
