Vista Control Panel Problem

I have the same problem as Ken (Post 3/2/2008).
I have lost use of my printer and my Restore Point Create is disabled by
"Group Policy".
My problem started when I downloaded "TweakVI", a software for tweaking
Vista.
I only browsed thru the software(no changes were made).
A couple of days later when I clicked on the Control Panel it came up blank.
All files under this folder are still there.
I get new Restore Points every time I download something.
But there was only 2 to choose from prior to losing the CP.
Both restores came back with an error " failed to create Restore Point.
And now it won't let me create a restore point.
Judging by the one reply the only remedy is reloading the OS.
There must be a change that occured somewhere in the Registry.
I'm hoping someone can give me an idea where to look.

How about doing a system restore? I think tweakvi creates one before
changing stuff

If your windows vista is business or ultimate you must have the group
policy editor, Im not sure if its in home, go to start and in the
search box type gpedit.msc and press enter
