I've just done a fresh clean install of Vista on a new freshly formatted
drive, have got it to a state where all my required applications are
installed and is configured to how I like it and have some never before
experienced issues!

In Control Panel > System the Device Manager link does nothing - no
errors nothing at all. The 'Activate Windows Now' link is the same,
doing nothing at all if I select it.

What can I do to rectify this? - OTHER than re-install from scratch!

I've performed a regsvr32 devmgr.dll and performed sfc /scannow to NO avail.

Try these alternatives if they still work :

to open Computermanager with Devicemanager :

Startmenu -> type in the Searchbox or "run" : compmgmt.msc

(alternate 2 : rightclick "Computer" and choose "manage" )

for activation type in the search or runbox : SLUI

when in the computermanagement have a look into the "services" section and
set all services that were disabled to manual startmode - maybe some
important one was disabled ( manual will enable only essential ones when
windows starts up) = double clicking each service brings the property box
up where you can set the startmode.

To have it effective you need to restart afterwards.
