Vista can't format SD Disk with FAT

I bought a new SD disk for my MP3 player and used Vista to format the disk
(it appears as a separate drive in Explorer) as FAT. It completed and I added
files to the disk, but the MP3 player couldn't see them. The MP3 palyer ask
hung when unplugged from the PC and needed to be reset.

The PC could se the contents of the disk, but the MP3 player could not.

I tired reformatting etc. but there was no cure.

I attached the MP3 player to an XP SP2 PC and reformatted the SD disk as FAT
and added some files. Now the MP3 could see them.

I think Vista claimed to have formatted as FAT but actually had formatted as
FAT32.

This is a bug.

To verify this, try looking at the drive with "Disk Management" to see if it
shows the drive, for one, and also it will describe the type of file system
in use on each drive it reports.
