Vista Business OEM - how can I get downgrade discs to XP

Help,

Vista networking does not work and nor do so many apps I have to get
back to XP urgently. Have do I get a downgrade disc? Is there a
Microsoft Contact place?

Was the vista machine at one time an XP machine?
If so, do you have the installation disks for XP?
If so, reinstall XP.

This is MS offical word.
But this did not work for me. Once I yelled at activation center person,
they me avtivation code.

Ultimate license is valid, the Customer Service Representative will manually
activate
Windows XP.
