vista and windows programs do not work in cd/dvd drive burn proble

New computer custom built Vista Ultimate quad core.
None of the windows programs work with drive, new samsung sh-202n.
when I right click on the drive their is no format funtion.
Re-installed vista
re-installed drivers using windows.
Nero works, Pinnacle studio works.

unable to burn using other programs as well as windows

Check to see if the drive is jumpered properly.
