VIRTUAL MEMORY

I keep getting the message "Limited Virtual Memory" and
then instruction on how to fix this but my computer just
keeps looping to the same message. So naturally I can't
get to the virtual memory settings to make a change. I
think my drive is going out. Is there a way to recreate
the paging file from a command line utility or the like?
 
The drive that pagefile.sys is sitting in change the permissions at the root to Everyone full control. You may need to unhide files to see it.
