Viewing pictures attached in email

Using Outlook 2000...

When I receive a picture as an attachment in email, and double click to
open, I can't open it. I have to drag it to my desktop and then open it.

How do I fix it so I can double click in the email and have it open?
 
What happens when you try to double-click on them now?
