Viewing full quality images

I just switched from Netscape to Explorer and when web
pages first load, the images come up all distorted and
crappy and I have to right click and select "refresh page
(or Picture) with full quality." I want it to
automatically do full quality all of the time. How do I
fix this? Anyone?

Look at:
Tools/Internet Options/Advanced tab under Multimedia.

More particularly the Smart Image dithering.
