I used to be able to view attached pictures just fine through my Microsoft
Picture Manager program, now every time a double click on the attachment – it
brings up Microsoft Picture Manager and goes to my Temporary Internet Files
Folder and doesn’t even bring up the attachment. Any ways to fix? – I’ve
been trying to figure this out for weeks. The attachment is pointing to the
right program, it’s just the program won’t bring it up.

Tried clearing your OutlookSecureTemp folder already? See;

Yep, tried that. Still just brings up Microsoft Picture Manager and defaults
to the Temp folder and shows all the files in that folder but just doesn't
open the attached picture file. I got tired of troubleshooting this one and
switch the program to Adobe Photshop Album which now works fine...double
click on the attached picture and view it instantly in Adobe Photoshop. Now
why won't Mic Pic Manager work that way...it use to!!!

Oh Pits!

It could be that something has modified the open command. If you reassign it
to Picture Manager does it work again? You also might want to try to do a
repair on Office.
