Is my xp program capable of typing in vietnamese accent marks? Is it capable of translating words from english to vietnamese and from vietnamese to englisg?

You can install XP’s Multilingual Components to be able to type
non-western languages (including Vietnamese). Here’s one reference:

Search google for "XP Multilingual Components"

As far as translation, that is a program that you may be able to find.
