No guarantees...but maybe it would be worth
a try to uninstall SP3:

(950249) How to remove Windows XP
Service Pack 3 from your computer

And/or do a system restore to a time before you
installed SP3.

(306084) HOW TO: Restore the Operating
System to a Previous State in Windows XP

Then download the full version of SP3 to a folder
on your hard drive. Disconnect from the net, close
'all' programs...and try installing SP3 again.
