Video output problem

I've been having a problem with my video ever since I bought a new copy of
windows xp. It doesn't affect games, but it does affect general usage and
video play back. When I move a window partially off screen, xp returns the
(window) back to the postion as if I had not moved it at all. When I'm
playing a video in fullscreen, it'll play for a while and then return the
video back to normal size.

I've tried updating the video drivers, no difference. I've reduced the
hardware accereration, no difference their either. Addtionally I've tried
re-installing windows a couple of times.

My video card is an nvidia geforce 3 ti200

So is this a windows problem, driver problem, bad graphics card issue?

Check your display settings to make sure that your machine doesn't
think it's using two displays. I had something similar happen to me
once.
