Video file - binary

On same internet sites when I try to get / view video files I see only IE
page downloading binary codes of the file.
Do I need same program to read / decode it ?

That would depend entirely on the video file.... what is the file type?
Have you asked the site(s) itself about your problem?
 
Yes, it would be determined by the file in question. Check the download
site in question for further information.
 
When I download the file by "save target as " , than I get "Windows Media
Audio/Video file" witch I can play.
If I use download button on the page I get the binary code , and IE freezes.
