Try starting Windows in Safe Mode and delete them.
If they won't delete in Safe Mode in the normal fashion,
hold down the control key while clicking on the file with
the left mouse key. Keep holding both the mouse key and
the control key down and drag the file to the recycle
bin. This works for me.
