Video Card Problems?

Hi,

When I play TV on Media Center my TV will get distorted and when I close
Media Center my desktop wall paper has lines through it. Also when I try to
play games the picture of the games are anything but normal. I have an ATI
All In Wonder Low Profile video card and a Dell 4600. Is this a video card
problem? And if so what cards are compatable with my Dell 4600 MCE?
