Yes, i recommend you start your dev work with XPe-SP1, full xp pro took
performance fixes for the C3 in SP1, hence XPe-SP1 also has those perf
fixes.

I find it runs quite aceptably, just try and remember that the
processors floating point unit sucks, so try and avoid using it heavily
(a pity we have to use it heavily)

Although i'm not sure where your finding the 400MHz boards, as even the
533 is facing phazing out i believe.
