I had even tried with a laptop (gateway set to 1.1.1.1) to bypass all the
switches and connected it directly to the Cisco router which is 192.168.2.254
and it still route to 192.168.2.254.

so what is the problem?? you are going from one machine to another on the
same segment so the gateway has nothing to do with it. it should fail to
try to route to something off your network segment though.

Depends on what the default route is in the next hop router. If the default
gateway is way upstream, as long as it can get there via the default router
routes, it will work.
