very slow to start an application

Hello,

We have been suffering from a strange issue for guite a long
time:
In one of our Win2k, it is very slow to start any an application.
No matter you click whatever an icon on the desktop, the Win2k
will be stuck for about 20 seconds, just like the machine is
locked and then released. However once it is launched, it will
be running normally. Could any one out there please give me
a hand. Thanks in advance for all answer!

change your minimum virtual memory to the same number as

maximum
