Can a Windows 2000 DC be setup in a workgroup? If so,
are there step by steps???

By definition, no. That doesn't mean that you can't have a DC on the same
physical network as other machines that are in a workgroup though.

Will the DC be able to authenticate users?

Yes, that will be one its primary functions, but it will only authenticate
users in the domain context. So, if a user tries to access a domain
resource, he'll have to enter domain credentials to access it. I believe
that as long as this workgroup computer is using the DC for DNS, the DC will
be used to authenticate the user.
