vertical scrolling

When I freeze panes the verticle scrolling stops working but the horizontal
scroll still works. Any suggestions how to correct this?
 
It sounds the panes are frozen below the visible range of
the spreadsheet. Try unfreezing the window and move to the
top-left cell of the desired scrollable section of the
sheet and then re-freeze the panes.

where you want the panels frozen.

Example:

A B
1 Name Address
2 Mandy Alabama
3 Chuck Philly

In this example I want to be able to see the header "Name" and
"Address" so would I need to be in cell B2 when I freeze the panes.

Does this happen in all workbooks or just one partucular one?

Hmm...

Just a stab in the dark, but are there any merged cells
that extend below the header section? Maybe something like
that is interfering with the pane definitions.

Try removing all formatting from the top area of the
spreadsheet (select entire rows and use
the "Edit\Clear\Formats" menu command) and see if the
problem persists. If that does not solve it, I would try
copying everything to a new spreadsheet in case there is
some internal corruption in the workbook.
