vertical alignment in cells

I am using FP2000. When I set the horizontal alignment of text in Cell
Properties to "center", it moves to the centre of the cell, but when I
set the vertical alignment to "bottom" or "baseline", it doesn't seem
to move. Instead of being close to the text in the cell below it, when
I view the page in IE5.5 there is a large space between the text in
the 2 cells and it doesn't look like a heading for the list below.

Should I be able to set both alignments at the same time? I can't
provide a link to this because the site isn't published yet.

Is there anything obvious that I am missing?
 
Try temporarily giving the table a border and you will immediately see what
the problem is.

I'm sorry to be missing this. You'll have to spell it out for me. The
table had a border already and I don't see what you mean. I changed
the vertical alignment to different values, including default, with
the border on, and couldn't see a difference.
 
Make sure there is no <br> or <p> tag after the last character in the cell.
