[newbie] Vertical alignment not working

In a worksheet I have, I have set the vertical alignment to 'Top' however,
the text seems to stay at the bottom.

Navigation
Right click > Format Cells > Alignment tab.
Merge cells is checked

Has anyone encountered this bug?
