VCF Contact Cards

I am trying to setup Outlook (2002) clients, so when I composes a new message
it will automatically insert a VCF card to emails for external email
addresses and NOT for internal addresses
Is this possible to do based on the email address that it is going to?
 
Maybe via code?
try the Outlook programming group and/or outlookcode.com
