vbscript.dll will not register

I am having trouble getting the vbscript.dll registered.

I installed the WSH56 and it gave me an error registering the vbscript.dll.
I found a post that said to delete temp internet files and then try to
manually register the dll using regsvr32, which I did. However, I get an
error that states: DllRegisterServer in vbscript.dll failed. Return Code
was: 0x80004005. I am at a loss. I have been fighting this for quite a
while and can't figure it out.

Can anyone please help?

An update on this.

I went into the registry and searched for vbscript, vbs, etc. At most of
those keys, the subkeys contained no permissions or had a GUID for the
permission. I had to right-click each subkey on every vbs type key and view
permissions, click advanced, assign an owner (apply) , clear the inherit
permissions checkbox, reclick it, click apply and then remove any guid
permission id. This took awhile, but after doing all of these, I was able
to register vbscript and perform the issues that I had been trying.

ANy idea how losing the permissions happens?
