VB6 Upgrade Wizzard Error

Hi all, I am trying to update a project to the .NET framework and I am
getting the following error:

Upgrade failed: Exception occurred: The referenced component
CommonDialog is missing a design time license.

The upgrade wizzard than exits.

Any ideas on how to allow this application to be upgraded and resolve
this error?
