vb.net created msg file witout outlook installed

Hello:
I have an app running on IIS 7.0 (web server) that I want to have create a
..msg file.
The problem is that outlook wont be installed on that machine.
I am using vb.net 2.0.

Do you have code that will let me create a microsoft outlook msg file
without a third party dll (MS dll is ok) or outlook installed ?
I just want to store the msg file - not send it

Thanks ... but that is for "real programmers".
I am looking for a more abstract solution...
interesting site though...
