I have a form I created in VB.Net 2003. Is it possible to bring that over
to Microsoft Access 2000?

You can't even copy/paste controls from VB6 to Access and vice versa.
VB.NET is even more different from Access than VB6, so without researching it
(and trying it) I'd guess the answer is NO.
