VB in outlook

Hi,
Can I write a VB script to microsoft outlook (2000/XP/2003) to auto change a
rule which already created whenever my outlook is closed

i.e. when outlook close, auto select rule1
when outlook open , auto deselect rule1

except VB, any other method can do the same?

the other way
when outlook is quit, all new email will redirect to (e-mail address removed)
when outlook is open, no redirection
