Access Validation in MS access

I have table with three fields namely [reportno], [complstatus-yes/no] and [paidbill].. I want that if [reportno] field is blank and I checked [compstatus]=Yes, than message to display "write reportno first before completion".. similarly if I checked [complstatus]=no and written bill no, than message to display "bill cannot be paid before completion".
