utility to super impose grid lines on screen?

Is there a utility to super impose grid lines or translucent horizontal bars
on screen, or inside a window (e.g. notepad, wordpad, IE7)?

Sometimes I have to type columns of data from some data on screen and having
a grid helps reduce entry error.

One solution is to open another window (e.g. notepad) and use the top edge
of that window as a grid line, but this requires moving the window down
after I finish entering each line.

Or I can just glue a sheet of plastic with grid lines on the LCD monitor.
But yuck!

You can use a spreadsheet and get the columns you want. Or, create a
table withing Word or another word processor that has that option.
