Using workgroup printer in XP Pro

I have 2 machines ("a" and "b") each running Win/XP PPro at SP2 level. I
have established a workgroup for them (with router to Internet).

Machine "a" has 2 printers and "b" has none. At "a" I said to share each
printer. On "b" I try to use the printer and I'm told there are none. Using
"printers" under control pannel I add two printers browsing for each. It
tells me I'm having drivers loaded and then I can print. I repeat this for
several users and it works. However one user gives me a message box saying
"You do not have sufficient access to your computer to connect to the
selected printer."

Why is one user special? I had user "administrator" be the first to do
this. Two users who subsequently were able to add printers were "limited
users". The user which failed is also a limited user. The failing user was
created a few hours before I went to "a" and said "share printers". The
other users were created days earlier (I think before I established the
workgroup).
 
This is helpful. If the ONLY thing I ever wanted to do with my network was
to share printers that's it. However, I hope in the future to share files,
directories, and programs accross the workgroup (as promised in the
documentation and 3rd party books on XP). I think that need to know where to
go to find more information on security administration .

Has Microsoft built a generalized way to share "resources" over a workgroup
(or domain) but then built a separate special case for printers?
