I'm trying to use the same mailboxes for both computers on my network,
problem is, my Desktop is running XP Home with OE, and my Notebook is running
Vista Home with Windows Mail so I haven't been able to configure Windows Mail
to use the mailboxes of OE. I've been told you cannot put an older version
of OE on Vista, so can you use Windows Mail on XP? Or is there some other
solution?

OE and WM are not interchangeable either way.

What you need to do is set up the mail accounts in WM exactly as they are
set up in OE, put the machines side by side and go through each set up page
of Tools>accounts>select account>properties, ie copy the settings as they
are in OE to the WM set up.

When you have the account set up in WM you need to set *both* machines to
leave a copy of your messages on the server, the setting is on the Advanced
tab.
Set *one* of the machines to remove from server after a reasonable number of
days, to avoid your ISP mail box from filling up.
Any problems come back to this thread.

In both OE and WinMail go to Tools | Options | Advanced and check the box to
leave a copy on the server and the two boxes below it. This will only take
care on incoming messages, not Sent Items.
