Using the quotion key to change the next keystroke

When I am writing in either Outlook or Wordpad and use the " or ' key then
the next letter I type is sometimes altered. For example if I type "
followed by the letter t then it appears normally, example - "t. But if the
next key I press is either e,i,y,u,o or a then it alters the letter example -
ë, ï, ÿ, ú, ó and á. The first three were done using the " mark then the
letter. The last three were done using ' then the letter. I assume it is
somehow associated with typing in another language, maybe Greek but I
certainly don't want it and don't need it. I did have activated another
keyboard language, Cyrillic, but I have disabled that but my problem remains.

Hit the spacebar after entering the quote.
