Using Terminal Service to connect to a server

Using Win 2000 PC and Advanced Server 2000. Using
Terminal service to connect to an Advanced Server I get
the following message. " The Client could not connect to
the Terminal Server. The server may be too busy. Please
try connecting later."
 
Can you ping the server from the client?
Can other clients connect to the server?
Is there anything in the EventLog on the TS when you try to connect?
Is the server listening on port 3389 (check with netstat -an)
