using router as a hub

Three computers:
upstairs
arrakis
caladan

two routers:

one telephone

The SMC router belongs to the landlord and is upstairs.
the SMC network adapter plugs into arrakis via USB. The
Belkin router plugs into arrakis with RJ45 type ethernet
cable to an internal NIC. The PAP2 and caladan plug into
the Belkin Router with RJ45 type ethernet. A telephone
plugs into the PAP2.

Yes, the Belkin router is total overkill, all that's
needed is a hub in its place. <http://192.168.2.1/>
brings up the SMC router.

1.) how do I login to the Belkin router?
2.) I should disable DHCP?

1. The product documentation should tell you how to do this.
2. Yes. Only one DHCP server should be active.
