I'm running winxp pro and have 4 users setup. If I installed a program under
user#1 and later wish to run that program by user#2,3,4. --- do I need to
reinstall the program under each user OR can I just copy necessary files
between the user files?

It depends on the program. Some just dump their files into the Program
Files folder and that is it. And giving a shortcut for one or more
users. Thus no big deal and you are just lacking a shortcut for a user
or more.

While others gives individual parts just for the user you installed it
for. Usually it is under the user's name in the Documents and Settings
folder.

Yes, as a general rule, you would need to either install it under each
user you want to run it under or install it a single time for *all*
users.

OR can I just copy necessary files between the user files?

The easiest thing to do would be to assume that the answer to that is
no; you might be able to do that with some programs, but it would be
rare.
