Using programs across different accounts?

I have three accounts set up on my computer, two user and one administrator.
The problem I run into is some programs I install (on my administrator
account) are only available on my administrator account. Trying to run them
from the other two account doesn't work.
How can I make these programs available to all of my accounts?

Uninstall and re-install as the "local administrator". Installing them with
your "administrative" account does not make them available to all users.

I installed Office 2000 w/XP Pro as "administrator". Is this why it popped
up the EULA for each user when they first ran Word, or is this a separate
issue?

Exactly. That is why. For each user whenever they open a MS Office product
for the first time it will prompt them for user information.

Office has to be started up separately for each user, so as to generate
his own set of settings in registry and his own profile folders.
