Using Meinberg's Implementation of NTP for Windows

I've been trying to get more accurate time stamps for a project, and it was
suggested that I install Meinberg's facility, so I installed it a few days ago.

I see on the Start->Meinberg Win2 menu a number of choices.
Documentation
Installation
Service Control
Restart
Start
Stop
Edit NTP Config
Web Links
Meinberg downloads
Server Project
Official Site
Publc Service Project
Quick NTP Status

I've gotten somewhat familiar with them, and can at least start, stop,
restart, and modify the config file. It was suggested that I use there:

server 0.us.pool.ntp.org preempt iburst
server 1.us.pool.ntp.org preempt iburst
server 2.us.pool.ntp.org preempt iburst
server 3.us.pool.ntp.org preempt iburst

After a minute or so, I didn't see any convergence between the PC clock for
Win and my atomic clock. They were about 3 sec apart. Any suggestions on how
to proceed?

It looks like I'm set. Removing the preempt seemed to do the trick.
