Using files and settings transfer wizard

I would like to transfer files and setting from old computer to new computer.
I have followed all instructions to accomplish this. I have transferred all
to hard drive. When I try to setup in new computer it seems to run correctly
but when it gets to the end it states applying your user settings but just
hangs there. Any ideas as to what is happening or what went wrong. Thanks
in advance for your help.
