Using Contacts for Address Book

I just installed Outlook 2003, my Outlook 2002 was deleted. The only place I
had addresses was in an Excel file that I had exported. I successfully
imported them into the Contacts, but when I address an email, the "To"
address book is not working. The checkmark to display the Contacts is
checked, and still I cannot pull anything up. I tried to create a public
address book, but still cannot see the names
